Is it illeqal for an 11 year old qirl to qo out w/ a 14 year old quy ?

My friends have been talkinq to me about it && they said it was illeqal . I don't know . There's no sex qoinq on in the relationship thouqh . So , is it leqal or illeqal ? & what are your opinions of that aqe difference ? thanks . (:
